Jurisdictional REDD+ Is Not New—In Brazil or Globally Jurisdictional REDD+ (JREDD+) is not an experimental approach. It began to be formally discussed under the United Nations Framework Convention on Climate Change in 2005, with the first decisions on the mechanism adopted in 2007 during COP 13 in Bali. Through the Bali Action Plan, the Parties to the Convention recognized the need to support developing countries in reducing emissions from deforestation and forest degradation—REDD is the acronym for this phrase—as well as the role of conservation, sustainable forest management, and the enhancement of forest carbon stocks—the ‘plus’ in REDD+. Photo by Rhett Ayers Butler Brazil was the first country in the world to create a JREDD+ program, establishing the Amazon Fund in 2008—as the first results-based REDD+ financial mechanism, designed both to receive payments and to channel resources through benefit-sharing, supporting forest conservation and sustainable development. The country then established its National REDD+ Strategy and the National REDD+ Commission in 2015. At the subnational level, Acre and Mato Grosso states created legal frameworks for REDD+ in 2010 and 2013, respectively. 							<![CDATA[BANJARMASIN, Indonesia — In October 2023 in the Indigenous Dayak village of Bangkal, Indonesian police fired on farmers demonstrating against PT Hamparan Masawit Bangun Persada (HMBP), a palm oil plantation company owned by Indonesia’s BEST Group. “Without any trigger from the protesters, the security forces shot tear gas and bullets from firearms,” Bayu Herinata, director of the Central Kalimantan provincial chapter of the Indonesian Forum for the Environment (Walhi), an NGO, told Mongabay at the time. The farmers in Bangkal, located in the Central Kalimantan district of Seruyan, had taken to the streets to press the firm to release 20% of its land concession to local farmers, as many plantations are required to do by law. The demonstrators maintained that the BEST Group subsidiary had neglected to fulfill its legal obligation to smallholders under a required profit-sharing scheme known as “plasma.” One person from Bangkal, named Gijik, was shot dead during the protest, Mongabay reported last year. Now, civil society researchers worry that such conflicts, which are numerous in Indonesia, could be papered over by a proposed change to the way the Roundtable on Sustainable Palm Oil (RSPO), the main global body certifying palm oil as responsibly produced, assesses supply chains for compliance. The very real prospect of significant, agile funding that rewards and finances forest-maintaining activities across rural sectors could motivate Amazon societies to eliminate illegal deforestation and encourage forests to regenerate on marginal lands. This potential could be realized if it is widely understood among Amazon stakeholders that large-scale carbon market revenues are a real possibility, but only if carbon emissions from deforestation and forest degradation decline significantly across Brazil&#8217;s giant Amazon states and if indigenous peoples and local communities are co-creators of the REDD+ programs. Brazil&#8217;s Municípios Críticos program of 2008, designed and implemented under President Lula&#8217;s previous administration, demonstrated the potential of collective action and peer-to-peer pressure to slow deforestation when benefits for many depend upon success measured across an entire jurisdiction. The program suspended farmer access to public credit lines in municípios with high deforestation rates, which led to successful collective action to slow deforestation in six municípios. Some farm leaders complained, however, that their efforts led to the re-establishment of access to public credit lines, but nothing more. &nbsp; Potential revenues from the sale of verified credits from the jurisdictional REDD+ programs of the Brazilian Amazon states. I stayed for two months and met with government officials, NGOs, private sector entrepreneurs, philanthropists and other important stakeholders.  I was given some privileged access and came home with hope and a vision for how the international community can help develop a sustainable Amazon rainforest in ways that were never possible before. I wrote this report to help guide investors and philanthropists on their learning journeys and have included many links to help readers do further research and background reading. Global Context Many scientists assert that the Amazon rainforest is the center of the global water cycle, helping to propagate rainfall and other climate patterns globally. In recent years, studies have shown that excessive Amazon deforestation disrupts rain patterns in the US and elsewhere. In 2019, for the first time in history there were unprecedented droughts and wildfires in the Arctic and Australia as well as South America and elsewhere.  The Amazon may be at a tipping point, the global water cycle may be at risk, and the global community is taking notice. 							<![CDATA[The fall of the Suharto regime and the beginning of the democratic or reformasi era in Indonesia coincided with a massive surge in deforestation. One of the central reasons for this surge was the decentralization of authority for land and forest management to the district level in the early 2000s. Local governments were both ill-prepared and unequipped to deal with this sudden delegation of responsibility. Plantation companies, eager to expand their holdings, were able to benefit from this new political environment, which consequently led to the massive expansion of plantation areas. The environmental and social consequences of this mostly unmanaged and unplanned expansion were extensive, and the effects of this era continue until today. The rapid expansion of oil palm plantations during this era cemented the negative impression of oil palm in the minds of activists, non-government organizations and consumers around the world. Oil palm, in itself, is neither good nor bad. As one of the most efficient oil crops in the world, its derivatives are used in a seemingly endless array of products, from cooking oils to cosmetics and confectionary, to biofuel. Consequently, it is the best placed crop to meet the increasing global demand for consumer goods while minimizing the expansion into forest areas. Despite these advantages, it remains one of the most maligned crops in existence today. Summary With rising deforestation and/or the election of anti-environmental administrations, things went generally downhill for rainforests in Brazil, Democratic Republic of Congo (DRC), and Madagascar. Peru had a mixed year for rainforests, declaring a huge new national park, but also having some conservation setbacks. Indonesia had some bright spots between last year&#8217;s decline in deforestation, a three-year renewal &#8212; and strengthening &#8212; of a palm oil moratorium, and the release of One Map. Malaysia&#8216;s rainforests did even better with new conservation areas and a log export ban in Sabah and a conservation commitment from Sarawak (albeit unlikely to be met). But Colombia led major rainforest countries in terms of positive developments, with outgoing president Juan Manuel Santos working to leave a conservation legacy. 							<![CDATA[Large landscapes of intact tropical forests will figure prominently in global strategies to avert catastrophic climate change and conserve biodiversity. In this context, the extensive forests of Papua and West Papua Provinces in Indonesia are now becoming the focus of international conservation efforts. There are many inherent perils to this new boom in conservation in the provinces, which could repeat past mistakes that have deprived and dispossessed indigenous Papuans from their lands. Here we briefly outline the challenges of conservation, development and the recognition of indigenous land rights in West Papua province, based on our ongoing collaborative applied research projects in the province that began in 2013. West Papua Province, located in the Bird’s Head region of Papua (New Guinea) with a total area of 9.7 million hectares, retains over 90 per cent of its forest cover (Figure 1). West Papua Province was created in 2003 by splitting the province previously known as Papua into two provinces. As one of the youngest provinces in Indonesia, West Papua is under pressure to accelerate socio-economic development. The poverty rate in West Papua is high, although declining. In 2016, one fourth of West Papuan’s (225,800 people) lived under the regional poverty line, defined as 475 thousand Indonesian Rupiah (about USD 31) per month (Badan Pusat Statistik, 2017). 							<![CDATA[As governors of tropical forest states and provinces descend upon San Francisco for the Global Climate Action Summit and the annual meeting of the Governors’ Climate and Forests Task Force, I’m writing to share some opportunities to improve the effectiveness of strategies for solving tropical deforestation. Tropical forests could be critical to avoiding extremely dangerous impacts of climate change. New strategies and commitments have inspired hope and driven important progress and innovations to slow tropical deforestation and speed its recovery following clearing, fire or logging. But forests—broadly defined—are still falling fast. To unlock this potential, the work that tropical forest governments has been doing must be understood, and some of their critical needs must be met. In this article, I describe three main challenges and associated opportunities. A forthcoming study of 39 tropical forest jurisdictions that contain 28% of the world’s tropical forests found that half are succeeding in slowing deforestation. All are striving to tackle tropical deforestation. GCF Task Force (35 jurisdictions) are in green; other jurisdictions are in purple. Challenge 1: Corporate deforestation pledges abound but few companies are partnering with tropical forest governments that have made pledges to slow deforestation The last decade has seen hundreds of commitments by companies, governments, and non-governmental organizations to do their part to slow deforestation.  The most conspicuous pledges have been those by large corporations that have committed to remove deforestation from their supplies of commodities whose production can drive deforestation. 							<![CDATA[Many companies that deal in commodities linked to heavy tropical deforestation, such as soy or timber, have made commitments to significantly reduce or end deforestation in their supply chains by 2020. About 82 percent of such companies rely on deforestation-free certification to ensure products meet their standards, according to CDP, a London-based NGO formerly known as the Carbon Disclosure Project. But traditional certification methods have shortcomings. Usually, certifying bodies — like the Roundtable on Sustainable Palm Oil (RSPO) or Bonsucro, which certifies sugarcane — deal individually with mills or plantations. The onus is on each farmer or each company to invest in meeting the standards for certification. This is especially difficult for small-scale farmers. The jurisdictional approach streamlines some of the processes with all stakeholders involved, from local governments to large mill owners to small-scale farmers. In general, the jurisdictional approach is much broader than jurisdictional certification. For example, the government and larger companies pay for mapping and monitoring. This ensures that farms are not in protected areas and that farmers are not cutting down trees to expand their fields. It also takes the financial burden off smallholders to meet this requirement for certification. The government also helps with making permitting less costly and time-consuming. A few regions have led the way in the jurisdictional approach, including the Brazilian state of Acre, which began using it almost 20 years ago. Sabah, a state in Malaysian Borneo, is weighing a proposal to produce only palm oil certified under the Roundtable on Sustainable Palm Oil (RSPO), an eco-certification initiative, by 2025. The move, if approved, would represent the first time a sub-national or state entity has committed to 100% certified palm oil production. Sabah currently produces 12 percent of the world&#8217;s palm oil, making it one of biggest global players. Production comes from a wide range of actors, from smallholders to some of the biggest palm oil companies. That diversity however, makes a state-wide certification approach challenging, since smallholders typically cannot afford the cost of certification. But some officials think that obstacle may be worth overcoming if it enables Sabah to differentiate its palm oil from other producers, especially given the rise in the number of companies that have adopted social and environmental safeguards for palm oil sourcing. “Both global demand and downstream industries will increasingly pull the supply chain for Certified Sustainable Palm Oil and Sabah must act to be ahead of the curve,” said Sam Mannan, Director of the Sabah Forestry Department, which owns about 100,000 hectares of palm oil plantations in the state. &#8220;With time, large competitors will inevitably outpace Sabah’s total output of palm oil but with certification, Sabah can build itself as a niche producer of a branded good – i.e. certified palm oil, and compete on the basis of governance and not size.”&hellip;This article was originally published on <a href="https://news.mongabay.com/2015/05/malaysian-state-eyes-100-certified-palm-oil-by-2025/" data-wpel-link="internal">Mongabay</a>]]>
