							<![CDATA[More than half a century has passed since Garrett Hardin published The Tragedy of the Commons in Science in 1968. In that influential article, he argued that human greed and short-term thinking would drive societies toward collapse. Hardin illustrated his argument with the well-known example of herders sharing a pasture: each herder would receive all the income from adding another animal, while the cost of consuming the grass would be shared by all. The path toward pasture depletion was therefore set, as some herders would keep adding animals for their own benefit rather than restrain themselves in the name of an abstract collective good. For Hardin, there was no way to change this equation; the solution for the sustainability of life on the planet was population control. Two decades later, and not by chance, it was a woman who challenged this foretold tragedy, showing that, under certain conditions, human beings can be organized and perceptive enough to cooperate and avert collective failure. Elinor Ostrom developed a theory of cooperation applied to the use of common-pool resources, explaining how locally agreed rules can enable shared benefits. It was an expression of confidence in human social intelligence. The point is not to decide who was right or wrong. Hardin’s argument helps us understand why reducing greenhouse gas emissions remains so difficult, as do countless examples of the degradation of humanity’s natural heritage and, consequently, of the foundations of our future. 							<![CDATA[A few tree species are key to restoring biodiversity and carbon storage in deforested areas of the Brazilian Amazon, suggests an article published in June in Global Change Biology. Researchers examined 102 plots under natural regeneration in four municipalities in Pará state — Bragantina, Marabá, Paragominas and Santarém — and concluded that a range of 15 to 25 species accounted for nearly half of the trees present and half of the plots’ carbon stocks. ​Among these species are the embaúba (Cecropia palmata), the tatapiririca (Tapirira guianensis), the ingá-vermelho (Inga alba), and the araticum-bravo (Annona exsucca). ​This relatively short list of hyperdominant species could “guide assisted restoration and enrichment strategies” in the Amazon, the researchers said, and help Brazil meet the goal of restoring 12 million hectares (30 million acres) of forests by 2030, an area roughly the size of North Korea. ​“These areas are already restoring [ecological] services and biodiversity,” Fernando Elias, a researcher in Pará&#8217;s Emílio Goeldi Museum and the coordinator of the study, told Mongabay. “That is why it is so important to understand how these forests behave.” According to Elias, the Brazilian Amazon has more than 140,000 square kilometers (around 57,000 square miles) of regrowing forests in areas previously deforested, known as secondary forests. This farm camp is well on the knackered side of the degradation scale, threadbare after decades of heavy livestock pressure. But the single shrub at Nick Hamp-Adam’s feet may help change that. It just needs a second chance. This young spekboom plant (Portulacaria afra) is more stocky shrub than rooted cutting. It’s had more time than usual in the nursery to bulk up ahead of being released into the wild. But for the moment, it&#8217;s stricken on its side, roots exposed. Hamp-Adams, general manager for Return to Thicket, one of the smaller restoration projects in this nook of South Africa’s Eastern Cape province, is about to set things right. Construction on the dam, which spans the Russei Chrum River in neighboring Koh Kong province, began in 2023 inside Phnom Kravanh National Park, one of Cambodia’s largest protected rainforests. The dam is one of many being built in the Cardamoms as Cambodia pushes for “clean” energy security, but recent satellite imagery indicates that large-scale logging is happening beyond the authorized construction sites. It was the first payment ever received by the Cali Fund, a mechanism created at the U.N. biodiversity summit a year earlier in Cali, Colombia. The fund’s objective appears straightforward: to get companies that benefit from “digital sequence information” — the policy term for digitized genetic information from biodiversity from around the world — to share some of those benefits with the countries that host that biodiversity and the Indigenous peoples and local communities who protect it. The Cali Fund formally opened for contributions on Feb. 25, 2025. As of August, this year, it had two confirmed contributions totaling $6,000. That’s far short of the $1 billion a year that the fund was expected to mobilize. TierraViva’s chief executive told Carbon Brief that the payment was an “ice-breaker,” intended to encourage other companies “who may be hesitating.” A second company, U.S. biotech firm Ginkgo Bioworks, had announced its intention to contribute earlier in the year but had not yet transferred any money. A hectare of intact forest stores carbon, regulates water, supports wildlife, and provides food and materials for the people who live there. Much of that value does not appear in an economic ledger. Cattle, timber, soy, and gold do. For a farmer, a company, or a local government, clearing forest can therefore produce income more readily than keeping it standing. The Amazon bioeconomy grew from efforts to change that calculation. It includes forest products, agroforestry, biotechnology, carbon markets, and other businesses that depend on maintaining living forests. The aim is to make such activities commercially viable at a scale that matters. Mariano Cenamo spent most of his career working on that problem. He was 23 when he moved from São Paulo to Manaus in 2003. Trained as a forestry engineer at the University of São Paulo, he had first come to the Amazon for an internship. He stayed at the encouragement of Virgílio Viana, a former professor who was then Amazonas state&#8217;s environment secretary. Cenamo was struck by the gap between conservation work and the economic realities of people living in the forest. Environmental groups were doing important work, he later recalled, but local livelihoods often sat outside the conservation discussion. 							<![CDATA[Lush, leafy and luxuriantly diverse, tropical forests are home to an immense array of plants, animals and fungi. They also provide humanity with water, clean air and flood protection, and lock vast amounts of carbon in their tree trunks, roots and soils. Yet, forest conservation often loses out to extractive industries and agribusiness when valued through a purely economic lens. As a result, forests across the planet continue to be cleared in pursuit of financial profits. Across Southeast Asia alone, nearly 68 million hectares (168 million acres) of forest was lost between 2001 and 2023, much of it cleared to make way for logging, plantations and agriculture, according to researchers. However, new research indicates “massive and untapped” conservation potential remains within commercial concessions across the region. The study, published in Nature Communications, analyzed satellite data from 3,754 logging, oil palm, timber and rubber plantation concessions across four countries: Cambodia, Indonesia, Malaysia, Myanmar. Roughly 42 million hectares (104 million acres) of intact forest was identified inside these concessions — an area larger than the entire country of Malaysia. Losing these forests could lead to emissions in the range of 1.2 gigatons of carbon dioxide over the next three decades, the study says, equivalent to 20% of all industrial carbon dioxide emissions across all 11 ASEAN countries between 2000 and 2023. On March 20 this year, Baraka and his family launched Go Green with Baraka, a book calling for young people in Africa to lead in protecting the environment. Baraka is Little Mister Environment Kenya, and the ambassador of Plant Your Age, an initiative started by the Green Africa Foundation following the death in 2011 of Nobel Peace laureate Wangari Maathai at the age of 71. Her work inspired him to become involved in climate action. “Once, as I was doing my agriculture class assignment that involved researching about Prof Wangari Maathai, I watched a video in which she was being denied her rights. 							<![CDATA[Carbon markets were designed around the compelling premise that private finance could flow where forests are most at risk, rewarding the communities and landowners who protect them while helping companies take responsibility for their emissions. For anyone working in climate or conservation, the underlying logic still holds. The world&#8217;s forests provide essential ecosystem services, capture and store huge amounts of carbon dioxide, face enormous pressure, and need sustained economic incentives if they are to survive. So why has the voluntary carbon market so consistently fallen short of this promise? Over the past decade, the sector has faced mounting evidence that many carbon credits, particularly those issued for forest conservation in the Global South, have not delivered the climate outcomes they claimed. There have been well-documented cases of social harm to Indigenous and local communities, scientific analysis has repeatedly found that the methodologies used to calculate emissions reductions were prone to significant overestimation, and trust in the market, among both buyers and civil society, has been eroded. 							<![CDATA[As the first rays of the sun streak through the misty morning early in June, James Singano spits into his right hand for a good grip of the hoe handle. With one swing, he brings down a shrub. Malawi’s farming season is five months away, but Singano has started clearing the land where he inter-crops maize, a staple food here, with pigeon peas. He is one of the more than 4 million smallholder farmers that depend on subsistence farming and contribute significantly to national food security by producing 80% of Malawi&#8217;s annual maize harvest. Most of them farm on less than a hectare. From his farm in the outskirts of Blantyre City in Southern Malawi, Singano’s maize harvest varies between 400kg and 600kg annually, which hardly feeds his family of six for a year. He says the land’s yield has consistently over the last 21 years, since he inherited it from his parents. “They (parents) did not need fertilizer to produce enough maize for our family,” he says, sweeping off the shrub he has cut with his bare foot onto a heap of grass nearby. “These days, farming is a lot of toil for very little harvest because the soil isn’t producing as much and fertilizer is getting harder to afford.” Maize is staple crop in Malawi and its production is heavily dependent on chemical fertilizers. But as reforestation of degraded land is becoming a global climate solution, a persistent question lingers: How do we know how much carbon a forest is actually storing? Researchers say ground-based laser scanning, or LiDAR, could improve the efficiency of measuring the outcomes of reforestation. And a recent paper published in Ecological Solutions and Evidence found that LiDAR scanning in Australia offered an improvement over other methods of carbon estimation. LiDAR instruments emit thousands of tiny laser pulses to create complex and intricate 3D maps of a forest’ structure, allowing researchers to more accurately estimate how much carbon is contained in its trees. Co-author of the paper Alexander W. Cheesman, a senior research fellow at James Cook University, North Queensland, Australia, calls the technology “transformative.” “Traditional field surveys heavily relied on manually measuring the height and diameter of a relatively small number of trees. But laser scanning captures the whole forest in 360 degrees, recording every stem, every branch and the shape of the canopy,” Cheesman told Mongabay during a virtual interview over Google Meet. In Australia, the Full Carbon Accounting Model (FullCAM) is the government’s main tool to track carbon stored in soil and roots (belowground carbon) and vegetation (aboveground carbon). It is used for national greenhouse gas reporting to the United Nations and to assess carbon credit within the country, through the government’s Australian Carbon Credit Unit (ACCU) Scheme. 							<![CDATA[This week, thousands of delegates are gathered in Mombasa, Kenya, for the first Our Ocean Conference to be hosted on African soil. As expected, much of the conversation will focus on the global &#8220;30&#215;30&#8221; target — protecting 30% of the world&#8217;s land, freshwater and oceans by 2030. Yet, far from the conference halls, the big pledges and state commitments, many of the people doing the daily work of marine conservation are community organizations operating on modest budgets along Africa’s coastlines. They often do so far from the spotlight, but their contribution is vital for the global ambition to conserve ocean spaces. The Convention on Biological Diversity (CBD), under whose Kunming-Montreal Global Biodiversity Framework the 2030 targets were adopted, highlights that success hinges heavily on community involvement. Across Kenya, Tanzania and Namibia, four such groups — Coastal and Marine Resource Development (COMRED), Action for Ocean, Mwambao Coastal Community Network and the Namibia Nature Foundation (NNF) — offer a window into what community-led marine conservation looks like in practice. Their work might be underfunded, uneven and sometimes slow, but are increasingly central to how marine protection is imagined on the continent. Marine ecosystems in Africa support fisheries, tourism, transport, carbon storage and coastal protection while sustaining millions of livelihoods from the Western Indian Ocean to Africa’s Atlantic and Mediterranean coasts. With a three-pillared methodology, he plans to address biodiversity loss, poverty and climate breakdown with the aim of keeping forests intact long after projects have wrapped up. “Tackling any one of these in isolation is ineffective as they are structurally linked,” Morrell, CEO of Balance and climate advisor to the U.K. Prime Minister&#8217;s Office, 10 Downing Street, told Mongabay in an email interview. But when Donald Trump returned to office in January 2025, this long-term project was thrown into disarray. “This administration canceled three of the five instruments on that program,” Volz, the assistant administrator for NOAA’s National Environmental Satellite, Data, and Information Service, who has been on administrative leave since July 2025, told Mongabay. The cancellations applied to instruments that measured air pollutants, tracked lightning to forecast hurricanes and tornadoes, and monitored ocean color to detect events such as algal blooms, sargassum seaweed surges and salinity changes, according to Volz. “They said, ‘those are all wasted money, they&#8217;re climate alarmist, I don&#8217;t need air quality, I don&#8217;t need ocean color,’” Volz said about the administration’s decision. The axing of this project is just one example of what experts describe as a broad, long-term effort by the Trump administration to weaken NOAA. The long-standing scientific and regulatory agency within the U.S. Department of Commerce has historically been responsible for everything from forecasting the weather and monitoring the climate to managing fisheries and protecting marine mammals. Thousands of political, economic and civil society actors also gathered in the Kenyan capital to discuss potential investments, particularly in the fields of energy transition and international financial assistance. Lee White, Gabon’s former minister of water, forests, marine and environment, was in Nairobi on the sidelines of the summit to discuss carbon markets and Africa’s development. Originally from the United Kingdom, White is a naturalized Gabonese citizen. A scientist and zoology Ph.D., he took over the reins of Gabon’s National Parks Agency (ANPN) in 2009, and 10 years later was appointed environment minister under the controversial presidency of Ali Bongo Ondimba. Following the 2023 coup d’état that ousted Bongo from power, White left Gabon and his ministerial position, but did not leave Central Africa behind. During the COP30 U.N. climate summit in Belém, Brazil, he served as a special envoy for the Congo Basin. Mongabay spoke to White over video call about the challenges facing the Congo Basin and the paths African countries should take to address them. While various financing innovations are being explored, no long-lasting solution has yet fully closed the gap, and searching for effective approaches is increasingly urgent. The Indonesian government has begun exploring ways to address this funding crisis, with officials arguing that national parks should become more financially self-sustaining rather than rely entirely on state budgets. To this end, the government will initiate programs such as carbon credits and premium tourism within national parks. Shifts in politics, finance and technology are unfolding at once, often in ways that reinforce each other. The result is greater uncertainty for ecosystems and for those who depend on them. A new horizon scan, published in Forest Policy and Economics and led by Matilda Kabutey-Ongor, sets out to map these changes. The paper draws on structured consultation with researchers and practitioners and identifies ten emerging issues likely to matter between now and the early 2030s. They include the retreat of traditional aid, the spread of artificial intelligence, and a renewed push for mineral extraction. What stands out is how quickly these developments are unfolding. Institutions are not keeping up. Some of the most immediate changes are financial. For decades, conservation and forest governance have relied on public funding from wealthier countries. That support is weakening. Cuts to development assistance and research budgets threaten not only field projects but also the monitoring systems that underpin them. Philanthropy may offset part of the loss, though likely at a smaller scale and with less predictability. New forms of finance are emerging alongside this. Forest carbon markets continue to evolve, driven by regulation and corporate commitments, even as concerns remain over how credits are calculated and who benefits. 							<![CDATA[In recent years, we have seen clear signs that the global market for forest and nature-based carbon credits is gaining momentum. More and more companies and governments are turning to forests as part of their climate strategies, and analysts expect this trend to continue as demand grows for solutions that deliver real and verifiable benefits for the climate, nature and people. Recent market assessments show sustained activity in the voluntary carbon market in 2025 and project further growth toward 2026, particularly for high-integrity credits linked to nature and forests. For those of us who live in and protect tropical forests, this is an important moment. As government forest protection programs, known as jurisdictional REDD+, begin to operate on a larger scale, covering entire forest countries or states, more funding will flow through systems that affect our territories, our livelihoods and our future. Whether this expansion strengthens our autonomy and benefits our communities or repeats old patterns of exclusion will depend, above all, on the full participation of our peoples in the process that determines how the benefits and revenues from these transactions are shared. We write as Indigenous, Afro-descendant, and traditional forest harvesting community leaders. From our perspective, how benefits are shared is not a technical detail or a box to check for governments seeking to sell credits, or companies buying them. 							<![CDATA[JAKARTA — As the U.S.-Israel war on Iran drives oil prices above $100 a barrel and disrupts global supply routes, Indonesia is once again confronting the costs of its dependence on fossil fuels — with growing calls not only to accelerate its renewable energy adoption, but also to make oil and gas companies help pay for the transition. The crisis is already testing the country’s energy system. Disruptions in the Strait of Hormuz, a chokepoint for global oil flows, have constrained supply, sending prices sharply higher from around $70 a barrel before the war began at the end of February. For Indonesia, the impact has been immediate. The country of 280 million people has been a net oil importer since 2003, and its economy remains heavily dependent on fossil fuels to power transport, industry and electricity. That dependence is now translating into rising fiscal pressure, currency risks and broader economic vulnerability. Yet the same shock is also sharpening calls to speed up the transition to renewable energy, even as policymakers move to secure more fossil fuel supplies and ramp up coal output at home. In the distance, wild dogs (Lycaon pictus) hunt in the veld, verdant after early rains. And nearby, white rhinos (Ceratotherium simum) graze among thorny thickets. These species, and dozens more, persist here thanks to a decades-long effort to rewild a sliver of Southern Africa’s great desert and dry savanna. The Tswalu Kalahari Reserve has become a sanctuary for rare and threatened animals, drawing in a steady stream of well-heeled tourists from around the globe. More recently, the reserve’s managers have embarked on a quest to increase the carbon stored in its soils — a quest that relies heavily on the reserve’s animals. At first glance, places like Tswalu might not seem suited for stockpiling carbon. The Tswana people call this part of the world Kgalagadi — “the waterless place.” Fickle precipitation in the Kalahari averages a scant 10-50 centimeters (4-20 inches) annually, and much less in some years. That means the comparative lushness here in late 2025 could evaporate if the rains don’t carry on throughout the austral summer of the Southern Hemisphere. To date, most nature-based carbon storage efforts have focused on fast-growing tropical forests, expanding native or plantation tree cover that draws carbon out of the atmosphere. The government has framed the proposed rezoning of half of the core area of Way Kambas National Park for carbon trading and luxury tourism as a way to raise money for ecosystem restoration. But critics contend it could actually harm wildlife in one of Sumatra’s most important remaining habitats. “If the reason for reducing the core zone is to increase the utilization zone for business, that’s not appropriate,” Indonesian ecologist Wishnu Sukmantoro, a member of the Asian Elephant Specialist Group at the IUCN, the global wildlife conservation authority, told Mongabay. He added that such a move could undermine Indonesia’s credibility in international conservation forums. Announced last year, the proposed rezoning would more than halve the park’s strictly protected core area from 59,935 to 27,661 hectares (148,103 to 68,352 acres), while expanding its utilization zone nearly tenfold from 3,934 to 32,091 hectares (9,721 to 79,299 acres), according to a Ministry of Forestry document seen by Mongabay. However, carbon trade experts and forest group members say that ensuring the money reaches communities remains a challenge, as this is relatively uncharted territory for Nepal. Also, the agreement’s impact will depend on how transparently the funding is utilized, how strong the safeguards are and how meaningful the inclusion of Indigenous and forest-dependent communities is in decision-making and benefits sharing. “The achievement truly demands a transparent process for communities to access the money and participation of forest communities at the decision-making level,” Buddha Gharti Bhujel, senior vice chair and REDD focal person at the Nepal Federation of Indigenous Nationalities (NEFIN), told Mongabay. As part of the agreement with LEAF — a public-private initiative involving the governments of Norway, the United Kingdom, the United States and the Republic of Korea, along with more than 30 companies — Nepal aims to reduce emissions from potential deforestation across Gandaki, Bagmati and Lumbini provinces. “Through the agreement, we are working to ensure forest-dependent communities are paid for their significant roles in forest protection ensured for the period of 2022-2026,” said Nabaraj Pudasaini, joint secretary and chief of the REDD Implementation Center (REDD IC), the agency leading Nepal’s jurisdictional REDD+ program. These aerial currents of moisture flow westward from the Atlantic, recirculating water from the forest canopy before turning south to deliver rainfall across South America&#8217;s agricultural heartlands. But the mechanism is breaking down. Since the 1970s, Brazil has cleared 88 million hectares (217 million acres) of Amazon forest, most converted into low-productivity pastures, with around 45 million hectares (111 million acres) considered severely or moderately degraded. The consequences extend beyond biodiversity loss, carbon emissions and social disruption: deforestation threatens the continent&#8217;s productive capacity and the economic livelihoods of hundreds of millions of people. Droughts in 2023 and 2024 affected more than 50 million hectares (124 million acres) of forest, and scientists warn that continued deforestation could push the system past a tipping point where the Amazon can no longer sustain its rainfall regime. Yet hidden within this environmental crisis lies an economic opportunity. Brazil&#8217;s Forest Code, revised in 2012, requires private properties in the country’s Amazonian region to maintain native vegetation on 80% of their landholding as a “legal reserve” (reserva legal). Properties that clear forest beyond the 80% threshold carry a &#8220;forest debt&#8221; with a legal obligation to restore equivalent forest cover. In the past two years, Nat Carbon, the carbon project developer Attridge works for, has planted 10,000 hectares (nearly 25,000 acres) of spekboom in the Klein Karoo, a semidesert region of South Africa. Their work is the first phase of an effort to restore 100,000 hectares (250,000 acres) of degraded land on five farms near Jansenville in Eastern Cape province. The company is one of more than 60 entities carrying out spekboom thicket restoration projects across 800,000 hectares (2 million acres), all loosely tied up under what the United Nations calls the Thicket Restoration Movement. The Subtropical Thicket Restoration Programme was started in 2004 by the South African government with $8 million of funding intended to catalyze large-scale investment into thicket restoration efforts in the region. These were the first green shoots of a growing collection of projects now recognized by the U.N. In 2009, researchers had planted spekboom (Porticularia afra) on 331 quarter-hectare plots scattered across over roughly 7.5 million hectares (18.5 million acres) of the biome to evaluate the potential for restoration. These earlier experiments found that thicker stems would increase survival rates, but watering at planting time had a negligible impact. It also found that animals, both wild and domestic, easily found their way to these small poorly protected plots. 							<![CDATA[The voluntary carbon market and the business of carbon offsetting have faced increasing criticism in recent years, not only for the systematic overestimation of emission reductions, but also because projects have frequently had adverse effects on local livelihoods, particularly in the Global South, where many land-intensive projects are located. From the perspective of the Land Matrix Initiative (LMI), a recent commentary usefully highlights the growing scale and complexity of a certain type of land-based carbon offset projects and underscores the urgent need for critical scrutiny. We welcome this debate. Our analytical report documents approximately 9 million hectares (more than 22 million acres) of land globally affected by carbon offset-related land deals, with a deliberate focus on large-scale transactions that entail direct changes in land control. This focus reflects the Land Matrix’s long-standing mandate to monitor land acquisitions that contribute to land concentration, shifts in control, and power asymmetries at scale. We argue that this massive scale of land acquisitions occurring under the auspices of voluntary carbon markets, and often within countries with weak land governance systems, has profound implications for land access for affected communities as well as for broader debates on climate justice. But in the last few years, as elsewhere across the world’s second-largest rainforest, the scars of unsustainable mining practices have cleared wildlife habitats, polluted waters and dwindled resources. “We used to drink this water, but not anymore. … We used to hunt gazelles, monkeys. … Now, to catch anything, you have to travel at least 20 kilometers,” about 12 miles away, he told Mongabay. “We’re suffering.” This is part of a central and recurring issue across the region, which brought together high-level policymakers during a Land Dialogues webinar on Jan. 27 to discuss the recent $2.5 billion pledge to conserve forests that millions of people, including Ngoma, depend on for their material and cultural survival. Their history on the land predates the Indonesian state, yet on official maps their existence is reduced to an administrative code printed on a sheet of paper, with no record of the rivers they follow like family, the sacred groves where their elders are buried, the hills that hold ancestral stories. In the documents that decide the fate of their territory, their cosmology disappears beneath lines drawn to serve other interests. Erasure becomes technical: their land is not seen, so their rights are not acknowledged. The consequence is real. When companies arrive with permits approved in distant government offices, those papers speak louder than generations of lived governance. And now, international climate finance mechanisms have entered this same forest, treating the landscape as a source of carbon emission reductions while the people who protected it have yet to see their rights recognized. In November 2025, representatives from Long Isun filed a formal grievance against the World Bank’s Emission Reduction (ER) Program in East Kalimantan province, arguing that the project infringed upon their rights, ignored unresolved territorial conflicts, and failed to uphold a meaningful process of free, prior and informed consent (FPIC). Between 11% and 25% of Brazil’s native vegetation is in a process of degradation related to deforestation, while 22% of its pasture is severely degraded. To reverse this, efforts are underway across the country to recover ecosystems and their services, a vital help in climate change mitigation. Since 2022, about 30 kilometers (19 miles) away from the city of Eunápolis, restoration efforts have been ongoing on the Ouro Verde farm to bring back Atlantic Forest species on hundreds of hectares of unproductive cattle pasture. Currently, 344 hectares (850 acres) of forest have been restored. “In two years, you’ve gone from degraded pasture, extremely damaged, sandy soil, to a forest with more than 60 species, trees more than 4 meters [13 feet] high. It looks like a forest,” said Miguel Moraes, director of projects at re.green, the Brazilian company behind the Ouro Verde project. Founded in 2021, re.green aims to restore 1 million hectares (2.5 million acres) of tropical forests across the Amazon and Atlantic Forest, while selling carbon credits and generating benefits beyond carbon capture. “We’d like to be a leader showing that there are different models of monetizing forests and natural ecosystems that don’t just generate benefits for the climate, but also for people and biodiversity,” Moraes told Mongabay in a video interview. 							<![CDATA[JAKARTA — The Indonesian government has scrapped a plan to retire a major coal-fired power plant, after having promised for years to do so. Airlangga Hartarto, the country’s chief economics minister, said in December that it would be unfeasible to shut down the 660-megawatt Cirebon-1 plant by 2035, which is seven years ahead of its scheduled end of operation. But energy analysts and civil society groups say the decision reflects deeper political and financial resistance to moving away from coal — resistance that could undermine Indonesia’s energy transition at a time when global climate finance is becoming harder to secure. The failure of the early retirement plan for Cirebon-1 exposes how government policies that continue to protect and subsidize coal make it costly to shut plants early, they warn, even as Indonesia seeks international funding to do so. Airlangga said the decision was “based on technical considerations,” arguing that the plant, which went into operation in 2012, is still relatively young and therefore has a long operating life ahead. He also said Cirebon-1 uses “relatively better” technology that results in lower emissions, making it a less suitable candidate for early retirement compared with older, dirtier coal plants. Gross deforestation in Indonesia in 2025 was on track to at least match 2024’s tally, which reflected the most extensive losses since 2019, Antoni told a parliamentary committee in December. As Indonesia pushes ahead with its Merauke Food Estate project, which involves clearing at least 2 million hectares (4.9 million acres) of forest in South Papua province, worries are mounting that Indonesia’s commodity exports may suffer if big markets like the EU force importers, including food-processing companies, to prove they are not buying palm oil and other products that have resulted from clearing rainforest. “The tragedy of this project [Merauke Food Estate] is that it is undermining Indonesia’s recent success in the battle to halt global deforestation,” Amanda Hurowitz, forest commodities lead at nonprofit Mighty Earth, told Mongabay. In the past two decades, numerous high-profile initiatives have announced ambitious restoration targets for forests. Restoring forests can bring all kinds of benefits and is widely seen as an effective nature-based solution to climate change and biodiversity loss. But planting the wrong trees, or planting them in the wrong places, is, at best, a missed opportunity — and at worst, can even harm biodiversity. In fact, a 2019 Nature commentary found that almost half the area pledged under the Bonn Challenge, a high-profile initiative to restore 350 million hectares (865 million acres) of degraded forest by 2030, was for plantation-style monocultures, and thus a poor strategy for both carbon sequestration and biodiversity. Meanwhile, half of the land pledged for reforestation under the African Forest Landscape Restoration Initiative was actually on savanna, a landscape not suitable for tree planting, according to a 2024 Science study. “It started to occur to us that there was potentially a problem here, particularly given the size of the pledges that were being made,” says Paul Smith, secretary-general at U.K.-based charity Botanic Gardens Conservation International (BGCI). What was needed, Smith and colleagues thought, was some way to promote best practices and recognize projects that got things right. At each of these conferences of the parties, or COPs, Withanage and like-minded activists have pressed wealthy, high-emitting nations to accept responsibility for the damage caused by human-induced climate change to establish a fund to cover what’s known as loss and damage. These long-standing demands turned deeply personal this year. Sri Lanka is now preparing to become one of the first countries to seek assistance from the newly established Fund for responding to Loss and Damage (FRLD), following the devastation caused by Cyclone Ditwah in late November. The cyclone killed at least 650 people, left around 200 missing, and triggered widespread destruction across the island. “I never imagined that my own country would be among the first applicants to the fund,” Withanage said.
