Yet compared to the Pacific and Atlantic, its deep-sea biodiversity is relatively understudied — particularly the seamounts of the ocean’s central eastern region. An expedition that surveyed dozens of these volcanic underwater mountains around the Christmas and Cocos islands, located southwest of the Indonesian island of Jakarta between Australia and Sri Lanka, has revealed remarkable marine animal biodiversity along the Indian Ocean seafloor. Published in Deep-Sea Research Part II: Topical Studies in Oceanography in June, the resulting study details 149 new species, including a sea cucumber from the genus Oneirophanta, a new fish from the greeneye family (Chlorophthalmus), and a parasitic barnacle from the genus Rhizolepas. Researchers surveyed at depths ranging from 94 to 5,431 m (308 to 17,818 ft), mapping a dark abyssal seafloor punctuated by 40 to 120-million-year-old volcanic seamounts that can be up to 70 kilometers (43 miles) across. They had never been studied before, study lead author Tim O’Hara, a marine scientist at Museums Victoria in Melbourne, told Mongabay. “People had been around the islands in shallow water before, but no one had looked at life in the deep. The fishery’s early closure was confirmed by scientists attending the Scientific Committee on Antarctic Research (SCAR) Open Science Conference, held in Oslo, Norway, from Aug. 10 to 14, 2026. “The fishery has closed early (before the end of November) because it has already caught 620,000t of krill,” Simeon Hill, marine and fisheries ecologist at the British Antarctic Survey, told Mongabay in an email. Antarctic krill (Euphausia superba) can grow up to 6 centimeters (2.4 inches) long and live predominantly in schools. The species forms the basis of the diets of a large proportion of wildlife populations in Antarctica and the Southern Ocean, including seals, whales, penguins, seabirds, fish and squid. In the last two decades, krill has attracted growing commercial interest owing to its use in aquaculture feed, pet food and omega-3 supplements for human consumption. The early closure of the fishery is linked to the growth of the fishing fleets targeting krill, as well as to the concentration of fishing activities in areas where krill is most abundant. Today, however, the giant marine snails are in decline across the Gulf of Mexico and the Caribbean Sea, while some populations have already collapsed. Growing demand for queen conch (Aliger gigas) meat and shells has led to overharvesting; habitat degradation, pollution and warming waters add further threats. Despite a 1992 CITES Appendix II listing to regulate their international trade, seasonal restrictions and bans by several Caribbean countries to address overfishing and juvenile harvesting, and a 2024 designation as a threatened species under the U.S. Endangered Species Act, few queen conch survive to adulthood compared to historical baselines. In a bid to slow the species’ decline by helping more conch reach reproductive age, scientists are deploying an innovative set of solar-powered mobile hatcheries to shelter them through their vulnerable early life stages. The Queen Conch Lab (QCL), affiliated with Florida Atlantic University (FAU) in the U.S., partners with local conservation organizations to deploy the hatcheries. The aim is not just to build nurseries that will nurture and protect developing conch, but to create community learning spaces where students and other visitors can gain knowledge about the species’ life cycle and participate in restoration efforts, according to Megan Davis, director of the QCL and a research professor at FAU’s Harbor Branch Oceanographic Institute. In 2024, scientists from Chile and the U.S. used remotely operated vehicles aboard the Schmidt Ocean Institute&#8217;s research vessel R/V Falkor to survey four seamounts, underwater mountains that rise up from the seafloor, off Chile&#8217;s coast. Three of the seamounts are located in the Juan Fernández Archipelago, a cluster of volcanic islands that has one of the highest known rates of marine endemism on the planet. An estimated 62% of the reef fish species of Juan Fernández and the neighboring Desventuradas Islands are found nowhere else in the world. Other unique endemic species include the Juan Fernández fur seal (Arctocephalus philippii) and the Juan Fernández rock lobster (Jasus frontalis).  The fourth study site was the Solito Seamount, located north of the Juan Fernández Archipelago and known to harbor similar marine communities. In the late 1990s and early 2000s, fishers conducted bottom trawling on the Juan Fernández seamounts, dragging weighted nets across the seafloor to catch orange roughy (Hoplostethus atlanticus) and alfonsino (Beryx decadactylus), long-living, deep-sea fish. After catches dwindled, these fisheries collapsed and the trawling stopped. Later, in 2015, Chile permanently banned bottom trawling on all of its seamounts. This included animals like the giant clam (genus Tridacna), Napoleon wrasse (Cheilinus undulatus), and even species of parrotfish (subfamily Scarinae). These species weren’t historically targeted by Maldivian fishers, but were rising in popularity over the last decade. This came to a head in the midst of the COVID-19 pandemic, as tourism workers were being let go from their jobs at resorts, and fishing became more popular recreationally, as well as a means of earning money and providing food. “This was the only way for them to earn an income at that time,” Hashim told Mongabay by video call. Today, she’s the co-founder and executive director of Maldives Resilient Reefs (MRR). Hashim said the parrotfish were particularly concerning. At the time, they weren’t a protected species, though they played a key role in recycling sediment and generating new habitat for coral reefs. Protecting them means safeguarding accretion: An important sedimentary process that is intertwined with the resiliency and natural management of atolls. “Accretion really is the deposition of sediment above the water level,” said Paul Kench, a coastal scientist and the pro vice-chancellor of Te Wānanga Pūtaiao Division of STEM at the University of Waikato in New Zealand. 							<![CDATA[An Amazon fisher for 38 years, Josué de Castro said he was very surprised when he learned that tambaqui, a fish that accounts for 20% of his income, is now a threatened species in Brazil, and he might not be allowed to fish it anymore. &#8220;It will ultimately have a big impact on the lives of the fishers and riverside communities who depend on fishing,&#8221; Castro, who lives in the São Raimundo do Jarauá community in northern Amazonas state, told Mongabay by phone. &#8220;In our area, I don&#8217;t think it&#8217;s actually facing extinction yet; there are still plenty of them around.&#8221; One of the most consumed fish in the Brazilian Amazon, the tambaqui (Colossoma macropomum) was included in the official national list of threatened fish and aquatic invertebrate fauna species published by the Ministry of Environment and Climate Change (MMA) in April. Overall populations of these tubular, blobby animals declined by more than half from 2018 to 2023 in the Rowley Shoals, a remote Australian marine park, according to a recent survey. Some especially vulnerable species, such as the pineapple sea cucumber (Thelenota ananas) and the hairy blackfish (Actinopyga miliaris), have disappeared across most or all of the monitoring sites there. Researchers believe a boom in illegal fishing is to blame. Sea cucumber harvesting is prohibited in the Rowley Shoals, and the survey found Australian authorities caught 112 fishing vessels in the area carrying a collective 22 metric tons of sea cucumbers between 2021 and 2023, a figure that translates to roughly 33,000-45,000 animals. The ratification is expected to strengthen the protection of fishers; improve working and living conditions at sea; and enhance the competitiveness of Indonesian seafood products in international markets, where buyers increasingly require compliance with labor, human rights and sustainability standards. One of the key lessons from Indonesia’s ratification of ILO Convention No. 188 is that fisheries labor reform requires a broad coalition beyond traditional labor actors. Because the convention directly affects the fisheries sector, successful advocacy depended on active engagement from fisheries authorities, fishing companies, fishers’ organizations and other sectoral stakeholders.Indonesia’s progress was driven by an inclusive “tripartite plus” approach, which combined collaboration among government, employers and workers, with advocacy and technical support from civil society organizations and international partners, including Greenpeace, the Freedom Fund, International Justice Mission and the Environmental Justice Foundation (EJF). These stakeholders played a critical role in raising awareness, generating evidence, strengthening engagement and building public support for ratification. Over the years, various ILO-supported projects also created important momentum by facilitating dialogue, evidence generation and stakeholder engagement on labor issues in fisheries. A clear stakeholder mapping process helped identify the respective roles and interests of each actor, enabling more strategic advocacy and stronger ownership of the ratification process. The 2026 installment of the report, a biennial collection of data that outlines FAO’s vision for the fishing and aquaculture sectors, was released June 16 at the 11th Our Ocean Conference in Mombasa, Kenya. “The [aquaculture] sector is evolving very rapidly,” Manuel Barange, director of the FAO’s Fisheries and Aquaculture Division, told Mongabay. “It&#8217;s now achieving levels that fisheries never did. For Kobusingye, the challenges facing women in fisheries are part of her everyday life. “My reality every day is that I wake up to an industrial person taking over my landing place, taking over my fishing zone,” she told the audience, describing how tourism developments and other coastal investments increasingly compete with traditional fishing communities for access to the sea. Kobusingye said many women face dangers in the fisheries sector, poor working conditions and growing pressure from developments that compete for access to the coast. In some communities, traditional rights are overlooked by the government; while rising seas, erosion and declining fish catches are making an already difficult livelihood even harder, she told the attendees of the meeting organized by the Ocean Resilience Climate Alliance (ORCA). Despite these challenges, Kobusingye said women remain central to sustaining fisheries and coastal economies. They process fish, trade seafood and support households, including paying school fees, from the income they earn. Published in Biodiversity and Conservation, the study assessed the network of important shark and ray areas (ISRAs) across 19 Asian countries and territories and found that only 5.4% of their total area overlaps with recognized marine protected areas (MPAs). Just 2.8% falls within fully protected no-take zones where extractive activities are strictly prohibited. Standing on the shores of the Farasan Islands, I watched participants in the annual parrotfish festival pull fish from the sea en masse, with catches reaching up to 78 kilograms (more than 170 pounds) of parrotfish per person. Known locally as hareed — or generally as longnose parrotfish (Hipposcarus harid) — the scale of extraction immediately triggered my instincts as a scientist, as the question asked itself: How is this sustainable? How do the fish keep coming back, year after year? But in that moment, there was nothing to do except run into the water, follow the fish, and give myself over to the thrill of it. From a time before living memory, the people of Farasan have followed the moon to this annual aggregation, a phenomenon so unique and described as the fish swimming willingly to their deaths; the fish seem almost to be waiting to be caught. As a Saudi marine biology Ph.D. student, I know how much of the Red Sea remains scientifically uncharted, and this festival is exactly why science and traditional ecological knowledge must be woven together to manage marine systems. 							<![CDATA[This week, as governments of various coastal states gather in Mombasa, Kenya, for the Our Ocean Conference, Africa must demand an end to industrial krill fishing in the Southern Ocean before irreversible damage is done to Antarctica and the ocean systems upon which our continent depends. A clear call from Africa would bolster international calls for a ban on industrial krill fishing and support positive leadership developments like the European Parliament’s recent call for a moratorium on krill fishing. The Southern Ocean regulates global ocean circulation, absorbs enormous quantities of heat and carbon dioxide, and sustains marine life across the planet. At the center of this system is Antarctic krill (Euphausia superba), the tiny crustacean that feeds whales, penguins, seals and seabirds while helping lock carbon into the deep ocean. Industrial krill fishing has expanded rapidly over the last few years, with the largest share of this extraction controlled by fleets linked to certain European and Asian countries. Most concerningly, fishing is intensifying precisely where Antarctic wildlife is most vulnerable: critical feeding grounds for whales, penguins and seals are actively targeted by the industry. A single adult Antarctic krill (Euphausia superba) is usually just five centimeters long, but the importance of its massive populations to marine food chains, and the millions of people who depend on ocean protein as part of their daily diet, is major. The marine scientist and director of the Marine Protected Area (MPA) Gaiola Underwater Park was watching the grainy live feed from cameras surveilling the MPA as poachers descended on the seafloor. “It was midnight. Here they were again,” Simeone told Mongabay. The poachers had come a few nights before to scout the area. Then a second time. This time, Simeone was waiting for them. He rushed to alert the Coast Guard. The poachers operated with ruthless efficiency, using a dangerous illegal method known as the hookah system. A compressor on a small boat pumps air through a hose to a diver, allowing them to stay underwater for hours and systematically strip the seabed. Every 20 minutes, the diver resurfaced to hand over a net full of purple sea urchins (Paracentrotus lividus), grab an empty net and then dive back down. When the authorities moved in, the two men on the boat began dumping hundreds of sea urchins and their gear into the sea, as the diver quickly resurfaced. His crew was preparing the boat for a second trip into the sea with hopes of better luck. As traders started trickling in to buy fish, Mwazigona sat on a broken upturned boat staring at the horizon beyond the sea. His morning trip had netted only 2 kilograms (4.4 pounds) of fish. He worried that his catches had decreased a lot in recent years. “The number of fishermen has gone up; we have become too many,” he said. That’s the reason he left his village of Shariani, 40 kilometers (25 miles) to the north, to base his fishing in Mtwapa, which he felt had fewer fishers and better access to markets. In Kenya, local beach management units (BMUs), like the Mtwapa BMU that Mwazigona belongs to, have a legal mandate to support collection of fisheries data for submission to the government: mainly the type of fish its members catch and the weight. These data are meant to inform government decision-making about small-scale fisheries so it can help reverse the competition for dwindling fish stocks that Mwazigona and his colleagues are experiencing. They are also meant to help fishers themselves make decisions on where and when to fish. However, the BMUs’ small-scale fisheries data have been inaccurate and inaccessible to stakeholders. The easing of fishing curbs can be traced to the Indian Ocean Tuna Commission’s (IOTC) scientific body finding that Thunnus albacares stocks aren’t overfished, nor are they currently experiencing overfishing in the Indian Ocean. The body first made the determination in 2024, but the finding underwent an internal review process before being accepted by the commission at its recent meeting in the Maldives. The meeting held in May was attended by delegates from coastal nations in Asia, Africa and Oceania, as well as distant-water fishing powers like Japan and the European Union. Now, that scientific advice has translated into a reframing of the management rules, provoking sharply divided reactions. Conservationists are urging caution, citing the long history of yellowfin overfishing and the difficulties in monitoring and curbing overexploitation. Industry representatives, meanwhile, hailed the decision, saying it secures access to one of the region’s most lucrative tuna fisheries. At the meeting in the Maldives, parties agreed on a total allowable catch (TAC) and quotas for contracting members for the period from 2027-2028. In doing so, the IOTC became the first tuna regional fisheries management organization (RFMO) to implement catch allocation systems for all three tropical tuna species under its management: yellowfin, skipjack and bigeye. 							<![CDATA[KALOKOL, Kenya — Rake-thin with teeth stained a deep brown from decades of drinking untreated lake water high in fluoride, 62-year-old John Esirite sits in the shade outside the small office of Kalokol’s Beach Management Unit, or BMU, the community-run body that oversees local fisheries. “The old office used to be down there,” the fisherman says, pointing toward the western shoreline of Lake Turkana, the world’s largest permanent desert lake, just visible a couple of kilometers away. “But now it’s underwater.” Over the last 15 years, Lake Turkana has risen by about 8-10 meters (26-33 feet). That’s increased its surface area by around 10%. In and around the fishing hub of Kalokol, hundreds of people have been displaced by this steady advance. In Esirite’s case, the village where he grew up, Natole, has long since been abandoned. The fisherman has had to relocate three times since 2014, pushed ever farther from his ancestral land and the nearshore breeding grounds he has fished for most of his life. “We are suffering, but no one is helping us,” he says. “We can only pray to God for assistance.” But even the church where Esirite used to pray is underwater. What is happening in Kalokol is part of a wider trend. 							<![CDATA[Lake Turkana in northern Kenya is often portrayed as a region in perpetual crisis due to climate change. But for the Indigenous groups who have lived here for centuries, environmental change is not new. Local livelihoods have long shifted between pastoralism, fishing, farming and trade as people adapt to a landscape defined by fluctuation. What has changed is the scale and intensity of pressures now converging on and around the lake — from increasingly erratic climate patterns and mounting strain on fisheries, to oil development, resource conflict, and the political decisions now shaping the lake’s future. In 2008, Ikal Angelei was working as a program coordinator at the Turkana Basin Institute, a pioneering research center focused on human origins and the environment, when she first heard from visiting scientists about a huge hydroelectric dam being built across the border in Ethiopia. Concerned about the Gibe III Dam’s potentially devastating impact downstream, on Lake Turkana and the communities that depend on it, Angelei founded a grassroots organization called Friends of Lake Turkana to amplify the voices of people who had been excluded from the consultation process and fight the project. In 2012, Angelei was awarded the Goldman Environmental Prize for her advocacy. Her organization continues to work with and on behalf of communities within the greater Turkana Basin to demand collective social, economic, cultural, environmental and territorial justice. Mongabay spoke with Angelei about resilience, reductive narratives, and what Turkana’s history might reveal about its future. Presenters shared research and insights on the global trade in sharks, the plight of rays, and a range of conservation measures, including rewilding initiatives, improving marine protected area effectiveness, and the bolstering of monitoring and enforcement systems to protect threatened species. Overfishing has halved shark and ray populations since 1970. Today, more than a third of species are threatened with extinction. Meat trade comes into focus Scientists from around the world debuted new research on the trade in shark and ray meat, a major driver of fishing pressure. For years, the meat trade flew under the radar as attention centered on fins, pound for pound the most valuable part of the shark. But overall, the meat trade is actually worth more, valued at $2.6 billion from 2012-2019, versus $1.5 billion for the fin trade, according to a 2021 WWF report. Researchers from Dalhousie University in Canada shared preliminary findings from a big-data project aimed at understanding which species of sharks and rays, collectively known as elasmobranchs, are being landed and where they are traded. For most viewers, it will have been the moment a distant and invisible crisis became viscerally real. But it was also something else: a glimpse of what is at stake if we fail to act, and a reminder of how little time we have left to protect some of our planet’s most precious resources. The Southern Ocean is not simply another stretch of water in need of protection. It is the engine of the global climate system, and one of the last places on Earth where nature still operates on its own terms. Right now, it is in serious trouble. The Antarctic Peninsula is home to roughly a third of the global krill population, which sustains whales, penguins, seals and seabirds. But three consecutive years of record-low sea ice have disrupted the reproduction cycles that krill depend on, and last year the krill fishery hit its 620,000-metric-ton catch limit for the first time in history, closing three months early. Industrial fleets from Norway, China, South Korea, Chile and Ukraine are extracting them at a pace that the ecosystem, already stressed by climate change, cannot absorb. 							<![CDATA[COLOMBO – As the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement, commonly known as the High Seas Treaty,  officially came into force in January, shark scientists and conservationists who gathered in Sri Lanka hailed the landmark treaty as one that could reshape the future of migratory shark and ray conservation by finally creating a pathway to protect species that traverse vast oceanic boundaries beyond any single nation’s control. “Invisible political lines of controls that we draw on maps mean nothing for the ocean’s long-distance travelers,” said marine biologist Asha de Vos, founder of the Colombo-based Oceanswell during a panel discussion at the Sharks International 2026 (SI2026). “Once these animals swim away from protected areas, they immediately become vulnerable again, so the BBNJ is a very important first step in protecting these highly migratory species.” The session, titled “Sharks know no boundaries: The future of shark conservation under BBNJ regime,” at SI2026 explored how the treaty could strengthen protection for migratory sharks and rays whose ranges extend across territorial waters and international seas. Many sharks and rays are highly migratory, so they move across enormous oceanic ranges, passing through the waters of multiple countries and into the high seas where governance has historically been fragmented and weak. The study was published in the journal Ecology and Evolution in March. Researchers analyzed landings of sharks, rays and guitarfish at two major artisanal fishery processing sites, Kafountine and Elinkine, in southern Senegal’s Casamance region between June 2021 and July 2022. Most of the catches comprised species at risk of extinction, and many were traded abroad without obligatory export permits, the study found. While the researchers directly counted more than 100,000 harvested sharks, rays and guitarfishes, they estimated the actual number to be at least 174,000, as many were stacked or piled together and couldn’t be accurately counted. This number was surprisingly high, according to lead author Rima Jabado, chair of the Shark Specialist Group at the IUCN, the global wildlife conservation authority. Jabado is also the founder of the Elasmo Project, a United Arab Emirates-based nonprofit that focuses on shark and ray conservation. “The study should be read as evidence of a serious problem, not as a ceiling on the true scale of exploitation,” Jabado told Mongabay in an email, adding the findings are conservative. Since the researchers covered only two out of dozens of landing sites in the country, the total number of rays and sharks caught and processed annually could be 1.7 million to 3.5 million, the study estimates. The NPFC protects marine ecosystems and non-tuna fish stocks in the high seas of the North Pacific Ocean and is one of four regional fisheries management organizations (RFMOs) in the Pacific. Its 10th annual meeting gathered the nine members — Canada, China, the European Union, Japan, South Korea, Russia, Taiwan, the United States and Vanuatu — along with 11 observer groups and Panama as a cooperating noncontracting party. “It was a hard but a good week,” Gerald Leape, principal officer with the U.S.-based Pew Charitable Trusts’ international fisheries project, told Mongabay minutes after the closure of the meeting. According to a 2021 report by Kenya’s environment ministry, over the preceding decade, Turkana’s water levels rose by several meters, expanding the lake’s total surface area by around 10%, largely due to heavier rainfall in the Ethiopian highlands that feed it via the Omo River. High seas MPAs are viewed as essential to meeting the looming 2030 deadline to protect 30% of the Earth’s ocean, especially since countries have only just reached one-third of that goal. Now, the multilateral organizations that manage high seas fishing, known as regional fisheries management organizations (RFMOs), are pushing to make sure their own work is not duplicated or displaced. Some conservationists see the RFMOs’ engagement as a way of inhibiting protection efforts, arguing that RFMOs are heavily influenced by fishing industry priorities. The high seas treaty, more formally called the agreement on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction (BBNJ), was agreed to by the world’s nations in 2023 and took effect in January. A summit to draft BBNJ rules took place March 23-April 2 at the United Nations headquarters in New York City. There, five major RFMOs jointly proposed changes to the draft rules of procedure that would help enshrine their authority to be part of decision-making under the treaty. The commitment came at the World Trade Organization’s recently concluded 14th Ministerial Conference (MC14) in Yaoundé, Cameroon, where little progress was made on the long-running issue. “It’s important that WTO members have agreed to continue negotiating. But the prospects of reaching a deal remain dim,” Kristen Hopewell, global policy specialist at the University of British Columbia, Canada, told Mongabay. “Just a handful of states are blocking an agreement supported by the vast majority of the WTO membership.” These comprise the U.S., India and Indonesia, according to a Marine Policy paper Hopewell authored earlier this year. WTO members became deadlocked trying to decide how to ban nations from subsidizing their fishing industries in ways that contribute to overfishing and illegal, unreported and unregulated (IUU) fishing, as mandated by U.N. Sustainable Development Target 14.6. Negotiations began in 2001 and dragged out over 21 years. In 2022, WTO members decided to split the elusive agreement in two. This unlocked a deal dubbed “Fish One,” curtailing subsidies that enable IUU fishing and the continued fishing of overfished stocks. Fish One came into force on Sept. 15, 2025, but left the thorny question of how to ban all overfishing and capacity-enhancing subsidies, which enable fleets to operate unsustainably, for ongoing “Fish Two” negotiations. The Zanette mainly fishes for smoothhound sharks (Mustelus mustelus) and soupfin sharks (Galeorhinus galeus), two species that are listed as endangered and critically endangered, respectively, on the IUCN Red List. Both species have suffered steep declines in South Africa and worldwide due to overfishing. In November 2025, both were added to Appendix II of the Convention on International Trade in Endangered Species, restricting their international trade. “The health of our oceans depends on the rule of law being upheld at sea,” former Fisheries Minister Dion George said in the statement, stressing that enforcing the law is a prerequisite for protecting the country’s marine ecosystems as well as coastal communities. In June 2025, the DFFE fined the shark longliner Zanette 2,500 rand, the equivalent of $145, after its crew was observed cutting off the heads and fins of sharks at sea, a contravention to the strict regulations of its permit conditions. Despite being one of the ocean’s most extraordinary creatures, very little research has been carried out on sawfish in Sri Lanka. This gap in knowledge prompted researchers at the Colombo-based Blue Resources Trust (BRT) to investigate a pressing question: Where have all Sri Lanka’s sawfish gone? Their islandwide survey, interviewing 300 fishers from 21 fishing harbors scattered along Sri Lanka’s coastline led to some alarming findings. None of the fishers under the age of 30 could identify a sawfish from photographs. Among those who had seen one, about half had not encountered a sawfish since 1992, and only 32 reported ever catching one, says Akshay Tanna, a researcher at the Blue Resources Trust. The result is ecological decline. It is also a fiscal problem. States end up assuming risks they would not tolerate on land. Fishing provides a clear example. For decades, a large share of industrial effort has been propped up by public money. One influential analysis of high-seas fishing found that governments subsidized high-seas fleets by about $4.2 billion in 2014—more than the estimated net economic benefit of that fishing—and that without subsidies, as much as 54% of the high-seas fishing grounds currently exploited would have been unprofitable at the prices and costs prevailing at the time. The subsidy patterns are not subtle. A summary of research on “harmful” subsidies lists the top ten providers in 2018, led by China at $5.9 billion and followed by Japan, Korea, Russia, and the United States.
